Gathering Information to Make the Report:

Before you make the report, it is important to be prepared with all the information you will need. InNavyprograms, this means:

• The Family Advocacy Representative (FAR) assigned to the nearest Fleet and Family Support Center is the point of contact for all family violence and child maltreatment questions and reports.
• All Child and Youth Program (CYP) professionals (including volunteers) shall receive orientation and annual training in child abuse and neglect reporting laws of the state, territory, or country where the child and youth program is located.
• The DoD child abuse and safety hotline telephone number is posted in all lobbies of CYP facilities, in each Child Development Home, and on parent information boards where CYP Professionals and parents will have easy access.
• When child sexual or physical abuse, child neglect, or a serious accident occurs or is suspected in a Navy CYP, the Program Director must notify Commander, Navy Installations Command (CNIC) according to the procedures outlined in the Child Abuse, Prevention, Education, and Reporting (CAPER) Standard.
• The person who suspects child abuse or neglect may consult with Family Advocacy Program (FAP) staff prior to making a formal report to determine whether there is cause for additional concerns or if there are other safety issues to consider.

Making the Report:

• If the installation where the incident is suspected to have occurred is located within the continental United States, the person who suspects abuse or neglect is responsible for reporting directly to the FAR assigned to the nearest Fleet and Family Support Center and State Child Protection Services.
• If the installation where the incident is suspected to have occurred is located outside the continental United States, the person who suspects abuse or neglect is responsible for reporting directly the FAR assigned to the nears Fleet and Family Support Center. The local FAR is responsible for complying with applicable international laws and ensuring proper protocols are followed.

After Making the Report:

• Once a formal report is made, child protective services or the FAP, or both, assume responsibility for determining whether abuse has occurred and taking appropriate action. FAP staff is responsible for coordinating efforts with child protective services.
• FAP staff will review the information provided and take further action if the allegations meet current Navy definitions for abuse. The FAR will notify the child protective services program manager of the report, whether the alleged behavior constitutes an allegation of abuse or neglect, and whether FAP will proceed with the case.
• If a report of alleged institutional abuse is made, FAP and/or CPS will determine if an investigation will be opened against the CYP Professional. If an investigation is not opened, the case will be referred back to the Program Director for further action.
• If FAP and/or CPS open an investigation against a CYP Professional, the alleged offender will be removed from working directly with children or on the grounds of any CYP while children are in care during the investigation. In cases of allegations against a Child Development Home (CDH) Provider, CDH Director will immediately suspend the Provider’s certification pending further assessment.
• In cases of allegations of institutional abuse, the Program Director will conduct an Incident/Accident Review to investigate the nature of the incident or accident, determine whether a policy violation occurred, assess whether there were other contributing factors, and determine what actions can be taken to mitigate future events from occurring.
